An independent, free guide to Croatian citizenship and passports for people living in Serbia.
What this site is for
Hrvatskodrzavljanstvo.info is an independent information guide for people in Serbia who want to acquire Croatian citizenship and get a Croatian passport. The rules are publicly available, but the information is spread across the websites of several ministries, two legal systems and two languages. That is why most mistakes happen in the details: a certification or translation paid for although it was not needed, a civil registry extract older than six months, a CV (životopis) that doesn't answer what the Croatian Ministry of the Interior (MUP) is asking, or an appointment booked at the wrong office.
Our aim is to put all of it in one place, written clearly and in the order you actually do things: from checking whether you are eligible, through documents and costs, to submitting the application and getting the passport.
What this site is not
- We are not a government body. We are not affiliated with the Croatian Ministry of the Interior, the Ministry of Foreign and European Affairs, any consulate, or any Serbian institution.
- We don't act as an intermediary and we don't charge. We don't accept documents, fill in applications on your behalf, or represent you before the authorities. We don't recommend any specific agency, lawyer or court translator, and we don't accept money for recommendations.
- We don't give legal advice. Our articles explain the general rules. For a complex case (e.g. proving Croatian ethnicity without documents, or a rejected application), contact the consulate or a lawyer of your choice.
Where the information comes from
Our articles are based on official sources, not on forum hearsay. Where an official source is silent, we mark the information as an estimate or as personal experience and refer you to the competent authority. The main sources:
- The Croatian Citizenship Act (Zakon o hrvatskom državljanstvu, published in Narodne novine) — the consolidated text is available on zakon.hr.
- The Croatian Ministry of the Interior (MUP) — forms and instructions for acquiring citizenship, mup.gov.hr.
- The Croatian Ministry of Foreign and European Affairs and the Croatian Consular Portal (konzularniportal.mvep.hr) — addresses, opening hours and appointment booking.
- gov.hr and e-Građani — domovnica (proof of citizenship), ID cards and passports for Croatian citizens.
- eUprava and the courts in Serbia — civil registry extracts, criminal record certificates and apostilles.
Visitors' experiences are published separately on the Stories page and are clearly marked as personal experiences, not as rules.
How the content is checked and updated
Rules, fees and office hours change. That is why we:
- follow changes to the law and announcements from the Croatian ministries, and update the articles when we learn of a change;
- compare the official fees on the Costs page with the published tariffs, and mark other amounts as estimates;
- fix both texts whenever we notice two pages on the site disagree, not just one of them;
- add new blog guides from time to time on the questions visitors send us.
We cannot guarantee that every detail is up to date at every moment. So always check the current requirements with the competent office before you apply — it has the final word.

If something is outdated or wrong, let us know at info@hrvatskodrzavljanstvo.info or through the contact form. We check reports and correct the text when the error is confirmed.
How the site is funded
The site is free for every visitor. Hosting and running costs are meant to be covered by ads (Google AdSense). Ad requests are sent only after you consent to the "Ads" category in the cookie settings. Advertisers have no influence on the content, and we do not accept money for recommendations.
